Two sets of rules worth knowing

Most fence questions come back to the neighbour or the pool. Here is the short version; the guides have the detail.

Boundary fences

  • Neighbours generally share the cost of a dividing fence equally.
  • The formal start is a written notice to contribute, with at least one quote attached.
  • No agreement within a month? Either owner can apply to QCAT within two months of the notice.
Dividing fence rules

Pool fences

  • At least 1200mm high at every point, with no gap under it over 100mm.
  • Gates self-close and self-latch from any position, and never open toward the pool.
  • An outside latch release sits at least 1500mm above the ground.

What a good fencing job looks like

Queensland building work valued over $3,300 has to be done under a QBCC licence, and fencing is its own licence class. Fences from this line only go to licensed fencers. Ask for the licence number on the quote and check it on the QBCC register.

  • Measured on site

A fair fence price needs the real length, the slope, the ground and whatever has to come out first. Expect someone to walk the line before quoting.

  • Itemised, not one figure

Posts and footings, sheets or palings, rails, gates, and taking away the old fence should each be visible on the quote.

  • Neighbour and pool rules in mind

Shared boundaries and pool barriers come with rules of their own. The guides here cover both before anyone digs a post hole.

  • One fencer, not five calls

Your details are handed to one licensed fencer for your area. Nobody sells them on to a ring of contractors.

Where

Toowoomba, Highfields and Westbrook

Each job is passed to a licensed fencer who works that side of the city.

How it works

From a phone call to a finished fence

  1. Describe the fence

The type you want, a rough length, and whether it is shared with a neighbour or part of a pool barrier.

  2. A few questions

Slope, ground conditions, old fence removal, gates and access for machinery if there is a lot of digging.

  3. One fencer picks it up

Your job goes to a single licensed fencer who covers your part of Toowoomba.

  4. Measure and quote

They walk the boundary and put a written, itemised price in front of you.

  5. You decide

Go ahead, wait, or say no. Asking costs nothing.

Local ground

Fencing on the Downs

Toowoomba blocks run from tight suburban lots near the city to acreage out at Highfields and Westbrook. That spread changes the job. A town boundary is usually Colorbond or timber palings between two backyards, with a neighbour to agree terms with. Acreage is longer runs of post-and-rail or wire, strainer posts at every corner and gate, and ground that can be rocky in one paddock and soft black soil in the next.

The ground matters more than people expect. Heavy clay soils swell when wet and shrink when dry, and post footings that are too shallow let a fence lean within a few seasons. Wind across the Range adds load to solid sheet fences, which is why post spacing and footing depth belong on the quote.

The honest bit

Sometimes a whole new fence is not the answer. If the posts are sound and only a few palings or one panel are damaged, a repair is cheaper and quicker, and you should be told so. Ring 0489 982 376 and describe what you have. If a repair makes more sense than a rebuild, that is what will be suggested.

Sorting it out with a neighbour first? The fence guides cover shared boundaries and pools, and how the referral line works explains who turns up.

Fair questions

Asked before the posts go in

Is this a fencing company?

No. Toowoomba Fencers is a referral line. Your fence details are handed to one QBCC-licensed fencer who covers your area, and they measure, quote and build it.

What does it cost to ask?

Nothing. The call and the form are free, the fencer quotes for free, and there is no obligation to go ahead.

Does my neighbour have to pay half?

Generally, yes, for a sufficient dividing fence: Queensland neighbours usually share the cost equally. Anyone wanting more than a sufficient fence pays the extra. If you cannot agree, a written notice to contribute is the formal next step.

Do I need council approval for a fence?

In the Toowoomba region, a residential fence up to 2 metres above natural ground is self-assessable. Over 2 metres, or any fence that forms part of a pool barrier, needs a building approval. Corner blocks have a lower limit near the corner.

Does a fencer need a licence?

For building work over $3,300 in Queensland, yes: a QBCC licence in the right class. Rules differ for fencing on agricultural or pastoral land. The licence number should be on the quote.

  • Your fence goes to one licensed fencer, not a list of them
  • A rough length in metres and a photo of the boundary go a long way
  • Ask for posts, footings, sheets or palings and removal of the old fence to be priced separately
